Octavio Cesar Martinez is an experienced trainer, speaker,
sales manager, corporate relationship developer, and public servant with more than 40 years of experience. He shares his knowledge of leadership, personal development, forgiveness,
and relational skills with individuals and organizations throughout the United States, and around the world.
He has addressed audiences and conducted seminars for businesses, colleges, faith communities, and non-governmental organizations in Ecuador, India, Norway, Italy, Germany, Scotland, and Tajikistan.
He has served in various local government leadership and advisory roles for the City of Whittier, including Mayor Pro Tem, and Council Member (2022-2026), Cultural Arts City Commissioner (2019-2022), and Board Member of the Hispanic Outreach Task Force (2020-2022). He has authored a book on forgiveness, co-authored a book on leadership and personal development, and has guest lectured at Bethel University, Asbury University, Fuller Seminary, BIOLA University, DeVry University, and Blue Mountain Community College.
As a councilman and Mayor Pro Tem, Octavio has advocated for and assisted in the passage of two significant crime bills: Proposition 36 and SB759. As a long-standing member of the Southeast Water Coalition (SEWC), Octavio continues to champion the provision of safe, clean, and affordable drinking water for Whittier and its surrounding water districts.
